The only finance institution that provides credit with below market
interest rate to tradesmen-craftsmen and SMEs is Halk Bank. Halk Bank
was established in 1933 and commenced its activities in 1938. Public
banking which has developed in parallel with cooperative movements
in the world was initiated by Halk Bank in Turkey.
The credit provided by Halk Bank are classified under two headings,
namely; "specialization credits" and "others".
Under specialization credits there are;
Industry credits
Fund credits
and
Cooperative credits.
The
others are "commercial" and "personal" credits.
The
cooperative credits are disbursed through Tradesmen-Craftsmen Credit
and Guarantee Cooperatives. For the date of its establishment to 2004
Halk Bank has disbursed 1.060.000.000.000,-TL (EURO 589.000.000 )
through the cooperatives.
The
share of credit given to tradesmen-craftsmen and SMEs in total is
below 4% in Turkey.
